Approved Meeting minutes

A regular meeting of the Town Board of Grand Island, New York was held at the Town Hall, 2255 Baseline Rd., Grand Island, NY at 8:00 PM on the 21st of June, 2004.

Councilman Mary Cooke led the Pledge of Allegiance. 

Supervisor McMahon called the meeting to order at 8:00PM.

APPROVAL OF MINUTES:

A motion was made by Councilman Robillard, seconded by Councilman Roesch, to approve the minutes from Workshop Meeting No. 24, June 3, 2004, Workshop Meeting No. 26, June 7, 2004, Regular Meeting No. 10, June 7, 2004.  One amendment was made to the Audit of Claims motion of June 7, 2004. The motion was supposed to say: seconded by Roesch, not Robillard.

SUPERVISOR McMAHON:

Budget Amendment – Police Computers

A motion was made by Councilman Crawford, seconded by Councilwoman Cooke to amend the budget for a matching grant for Police Computers as follows: Increase 001-3210-0200 -  Police Equipment - $8,000  Increase 001-0001-3007 –  NYS Grants - $4,000                  Increase 001-0001-9999 – Appropriated Fund Balance - $4,000

4th of July Fireworks – Accept Donation from Fujisawa Healthcare and Authorize Supervisor to sign contract with Skylighters of WNY for fireworks display

A motion was made by Councilman Roesch, seconded by Councilman Robillard authorizing the Supervisor to accept the Fujisawa Healthcare donation of $5,000 and to sign a contract with Skylighters of WNY for the 4th of July fireworks.  The Town Attorney has reviewed the contract and the required Certificate of Insurance has been received.

Authorize Building Inspector to Issue Permit for Public Display of Fireworks at Fantasy Island

A motion was made by Councilwoman Cooke, seconded by Councilman Robillard to authorize the Building Inspector to issue a permit for the public display of fireworks at Martin’s Fantasy Island on Sunday July 4, 2004 with a rain date of Monday July 5, 2004.

Authorize Supervisor to sign revised 2004 Local Waterfront Revitalization Plan Implementing Grant application

A motion was made by Councilman Roesch, seconded by Councilman Robillard to authorize the Supervisor to sign the 2004 application to New York State Office of Parks, Recreation, and Historic Preservation for a grant for financial assistance for the development of Veterans Park.

Non-Corporate Banking Resolution

A motion was made by Councilman Crawford, seconded by Councilwoman Cooke to direct the Town Accountant to contact three security brokers and obtain quotes for professional services necessary to sell the 371 shares of Lodgian Inc. stock and to authorize the Supervisor to sign such agreements that are necessary to establish an account with such broker that performs such services at the lowest cost.

A motion was made by Councilwoman Cooke, seconded by Councilman Robillard to authorize the Parks & Recreation Director to hire part-time summer help as follows:

Returning: 6 employees @$6.15/hr – 4 employees @ $6.08/hr., New: 9 employees @ $6.08/hr., 1 Swimming Instructor@$15.00/hr., 2 Life Guards @ $6.70/hr.

SUSPEND THE RULES:

A motion was made by Councilman Robillard, seconded by Councilwoman Cooke to Suspend the Rules for the purpose of authorizing the Supervisor to sign a license agreement with Verizon, National Fuel, Niagara Mohawk Power Corporation and Adelphia Communications to cross the Town Bike Path to provide for utility services.

Sign a License Agreement with Verizon, Niagara Mohawk, Adelphia and National Fuel to Cross Bike Path to Provide for Utility Services

A motion was made by Councilman Crawford, seconded by Councilman Robillard to authorize the Supervisor to sign a license agreement, authorizing National Fuel Gas Distribution Corp., Niagara Mohawk Power Corp., Verizon and Adelphia Communications to cross the Town Bike Path to provide for gas, telephone, electrical and cable television services and to approve the attached Joint Easement Agreement, subject to the approval of the Town Attorney and a permissive referendum as required by law.
