A regular meeting of the Town Board of Grand Island, New York was held at the Town Hall, 2255 Baseline Rd., Grand Island, NY at 8:00p.m. on the 5th of April, 2010.

Supervisor McMahon called the meeting to order at 8:00p.m.

Reverend Gerard Haberstro from Harbor Lights Fellowship gave the Invocation. 

Councilwoman Mary Cooke led the Pledge of Allegiance.

Award Bid – 2010 10’ All Season Dump Box

Highway Superintendent James Tomkins reported that the bids were opened on March 17, 2010 for a 2010 10’ all season dump box.  One bid was received from the following:

 

Viking-Cives                           $24,182.00 each

 

After careful review of the bids, Mr. Tomkins recommended the sole bidder, Viking-Cives be awarded the bid in the amount of $48,364.00 for the purchase of two all season dump boxes.

A motion was made by Councilman Crawford, seconded by Councilman Billica to authorize the Highway Superintendent to award the bid for two 2010 10’ all season dump boxes  in the amount of $48,364.00

Geographic Information System (GIS) – Implementation Plan – Award of Professional Services

The Town of Grand Island sent out a RFP for a Geographic Information System Implementation Plan.  Proposals were received from Wendel Duchscherer and Begman Associates.  After review of the proposals, we recommend award of the Implementation Plan work to Wendel Duchscherer in the amount of $35,995.00.  The work is being done under a New York State Archives and Records Administration (SARA) Grant.  The Town was awarded a SARA grant in the amount of $35,995.00.

A motion was made by Councilman Roesch, seconded by Councilwoman Cooke to accept the recommendation of the Town Engineer and authorize Wendel Duchscherer to perform the GIS Implementation Plan for the Town not to exceed $35,995.00.

Authorize Supervisor to Sign Professional Services Agreement – Engineering During Construction and Resident Observation Services for the Water System Capital Improvement Project/Water Treatment Plant and Baseline Road Transmission Main

A motion was made by Councilman Crawford, seconded by Councilwoman Cooke to accept the recommendation of the Town Engineer and authorize the Supervisor to sign the Professional Services Agreement with Wendel Duchscherer to provide Engineering during Construction and Resident Observation Services for the Water System Capital Improvement Project/Water Treatment Plant and Baseline Road Transmission Main in the amount of $32,700.00.  The funds are in the Capital Plan and the bonding has been approved.

       Neil Hoffman @ $ 9.65 per hour – 19 hours per week through April 30

       Kyle Moody @ $9.65 per hour – 19 hours per week through April 30

Councilman Crawford reported that approximately $52,000.00 was left in Capital Construction Project for the Library.

A motion was made by Councilman Crawford, seconded by Councilwoman Cooke to approve the lighting replacement Option 2 for $29,456.00, 3 boilers for $20,500.00 and emergency egress and exit lighting at $928.00.
