A regular meeting of the Town Board of Grand Island, New York was held at the Town Hall, 2255 Baseline Rd., Grand Island, NY at 8:00p.m. on the 4th of May, 2009.

Quotes – Topsoil, Concrete & Water/Wastewater Repair Materials

After careful review of the bid, Mr. Whitney recommended the Town purchase topsoil from Bush Trucking & Landscaping at $13.45/yard and Podlucky Construction at $6.50/square foot for concrete repairs.  Water/Wastewater repair materials should be purchased from the supplier with the lowest price for the desired item.

A motion was made by Councilwoman Cooke, seconded by Councilwoman Argy to accept the recommendation of the Town Engineer and purchase topsoil from Busch Trucking & Landscaping at $13.45/yard and Podlucky Construction at $6.50/square foot for concrete repairs.  Water/Wastewater repair materials will be purchased from the supplier with the lowest price for the desired item.

Water Treatment Plant Intake – Cleaning & Inspection

The Water Treatment Plant Intake requires cleaning and inspection annually.  The Town Engineer obtained quotes from three local companies:

 

Allen Marine Services             $11,000.00

BIDCO Marine Group                 $11,995.00

Finger Lakes Industrial Cleaning        $24,000.00

 

After careful review of the quotes, Mr. Whitney recommended the low quote, Allen Marine Services be awarded the intake cleaning & inspection job in the amount of $11,000.00.

A motion was made by Councilman Roesch, seconded by Councilwoman Cooke to accept Mr. Whitney’s recommendation and authorize Allen Marine Services to perform the intake cleaning and inspection in the amount of $11,000.00.

A motion was made by Councilwoman Cooke, seconded by Councilwoman Argy to accept the recommendation of the Town Engineer and hire Jessie Petit as a Summer Intern in the Engineering Department at the rate of $11.50/per hour, effective May 11, 2009.

Award Contract – Colonial/Driftwood Park Bridge Reconstruction – Project No. M-188

Town Engineer John Whitney reported that on April 29, 2009 the following bids were received for the replacement of the Colonial/ Driftwood Park Bridge:

 

Ackerman Plumbing Inc                          $18,709.00

Sam Long's Landscaping and Excavating            $21,340.00

L.D.C. Construction Co., Inc.                              $29,318.00

 

After careful review, Mr. Whitney recommends the low bidder, Ackerman Plumbing Inc, be awarded the Colonial/Driftwood Park Bridge Reconstruction Project No. M-188 in the amount of $18,709.00.

A motion was made by Councilman Roesch, seconded by Councilwoman Cooke to accept the recommendation of the Town Engineer and award the bid to Ackerman Plumbing Inc, for the Colonial/Driftwood Park Bridge Reconstruction Project No. M-188 in the amount of $18,709.00.

NYSDEC General SPDES Permit for Stormwater Discharges – Annual Report for Public Comment

The NYSDEC requires regulated small Municipal Separate Storm Sewer Systems (MS4s) to obtain coverage under a Small Pollutant Discharge Elimination System (SPDES) for the discharge of storm water from Town owned storm sewer systems.  

As part of the EPA requirements, the Annual Stormwater Report is on file in the Town Clerk’s office and the Grand Island Memorial Library beginning May 5, 2009.  Public comments on the Annual Report will be accepted until May 22, 2009. 

No Town Board action is necessary.

 

WWTP Spray Wash & ORF Liner Replacement Project – Change Order #3

Change Order #3 for the WWTP Spray Wash & ORF Liner Replacement Project has been submitted by Nichols Long & Moore to install 2 additional 6” valves and some additional piping for the spraywash system for $9,604.01

A motion was made by Councilwoman Cooke, seconded by Councilman Roesch to accept the recommendation of the Town Engineer and approve Change Order #3 in the amount of $9,604.01.  The funds are available within the original bonding of the project.

A motion was made by Councilwoman Argy, seconded by Councilwoman Cooke to set a Public Hearing for Monday, May 18, 2009 at 8:00p.m. for the purpose of hearing anyone who wants to comment in favor or in opposition to proposed Final Plat Approval for Waterford Park Subdivision, Phase II, 15 lots.

Dr. Wakefield has expressed an interest in resigning from the Planning Board effective upon the appointment of a replacement member.  The Town Board has accepted his resignation.

A motion was made by Councilman Roesch, seconded by Councilwoman Cooke to clarify that Dr. Wakefield remains a member of the Planning Board in accordance with the term of his most recent appointment, and that the Town Board will accept his resignation upon the appointment of a successor provided that Dr. Wakefield continues to remain willing to serve.
