A regular meeting of the Town Board of Grand Island, New York was held at the Town Hall, 2255 Baseline Rd., Grand Island, NY at 8:00p.m. on the 18th of June 2007.

SUPERVISOR McMAHON:

Authorize Supervisor to Sign Grant Application – Drainage Improvements for Veterans Park

A motion was made by Councilman Roesch, seconded by Councilwoman Argy to authorize the Supervisor to file an application for funds from the NYS Office of Parks, Recreation, and Historic Preservation in accordance with the provisions of Title 9 of the Environmental Protection Act of 1993 or the Federal Land and Water Conservation Fund Act of 1965, and upon approval of said request, to enter into and execute a project agreement with the State for financial assistance to the Town of Grand Island for drainage improvements for Veterans Park.

Appoint Seasonal Crew Chief – Parks & Recreation

A motion was made by Councilman Roesch, seconded by Councilwoman Argy to authorize the Supervisor to sign the PO-17 for a Seasonal Crew Chief in Parks & Recreation.

Local Law Intro #4 of 2007 – Design & Performance Standards and Planning Board Correspondence

A motion was made by Councilman Crawford, seconded by Councilwoman Cooke to adopt Local Law Intro #4/2007 as Local Law #2/2007 as follows:

SECTION 1:  This local law may be known as the “Design and Performance Standards Law of the Town of Grand Island.”

 

SECTION 2:  The Town Zoning Code, Chapter 49 of the Town of Grand Island Code, is hereby amended by deleting sections 49-68, sections A through H, and renumbering sections 49-68 I and J as sections 49-68 A and B, respectively, and deleting 49-81, A through I, and renumbering sections 49-81 J and K, as sections 49-81 A and B, respectively.

SECTION 3:            Section 49-15 is hereby added to the Town Zoning Code, Chapter 49 of the Town of Grand Island Code, to read in its entirety as follows:

§ 49-15 Design and Performance Standards

The Town Board may, from time to time, adopt after public hearing, Design and Performance Standards for all or part of the Town.  The purpose of Design and Performance Standards is to serve as a written reference standard designed to shape development in a manner that implements the vision of the Town’s Comprehensive Plan.  Design and Performance Standards so adopted do not amend this code and in the case of any conflict between the Zoning Code and Design and Performance Standards, the Zoning Code shall apply. 

SECTION 4: This Local Law shall be effective upon filing with the Secretary of State in accordance with the Municipal Home Rule Law.

Authorize Supervisor to Notify Erie County of Re-Appointment – Environmental Management Council (ECEMC)

Sam Akinbami has been representing the Town of Grand Island and the Grand Island Commission on the Conservation of the Environment on the ECEMC.  His term expired May 31, 2007.

A motion was made by Councilwoman Cooke, seconded by Councilwoman Argy to authorize the Supervisor to notify Erie County that Mr. Akinbami should be re-appointed.

COUNCILWOMAN MARY S. COOKE:

Approve Town/School Cooperation Agreement

A motion was made by Councilwoman Cooke, seconded by Councilman Crawford to authorize the Supervisor to sign the intermunicipal agreement between the Town of Grand Island and the Grand Island School District regarding the use of facilities.  The agreement would be effective upon signature of both parties through June 30, 2009.  It is renewable for successive 24-month periods unless either party notifies the other in writing by April 1st in the year it wishes to terminate the agreement.

HIGHWAY SUPERINTENDENT – RAYMOND DLUGOKINSKI:

Summer Help Hire

Highway Superintendent Raymond Dlugokinski informed the Town Board he has hired Andrew Savoy-Burke as Summer Help, effective June 4, 2007 at the rate of $9.25 per hour.

No Town Board action is necessary.

 

Award Bid for 2007 9’ All Season Dump Box or Newer

Highway Superintendent Raymond Dlugokinski reported that he had opened the bids on June 7, 2007 for a 2007 9’ all season dump box.  Two bids were received from the following:

                       

Valley Fab & Equipment                $20,733.00

                        Viking Cives                                       $20,412.00

 

After careful review of the bids, Mr. Dlugokinski recommended the low bidder, Viking Cives be awarded the bid in the amount of $20,412.00.

A motion was made by Councilman Roesch, seconded by Councilwoman Cooke to accept Mr. Dlugokinski’s request for low bidder, Viking Cives to be awarded the bid for a 2007 9’ all season dump box in the amount of $20,412.00

A motion was made by Councilwoman Cooke, seconded by Councilwoman Argy to renew the Special Use Permit for Laura & Stephen Gorchek, 5302 East River Road for keeping of 1 agricultural animal on 2.3 acres.  The property has been inspected and it is unchanged, there are no horses present at the time.
