A regular meeting of the Town Board of Grand Island, New York was held at the Town Hall, 2255 Baseline Rd., Grand Island, NY at 8:00p.m. on the 15th of October 2007.

Supervisor Peter McMahon called the meeting to order at 8:00p.m.

Reverend Kevin Backus from Bible Presbyterian Church gave the Invocation. 

Councilwoman Susan Argy led the Pledge of Allegiance.

School Board Recognition Week – October 22-26, 2007 – Members of the School Board will receive proclamation at the Town Board/School Board Joint Meeting on October 29, 2007.

Set Public Hearing – 2008 Budget

A motion was made by Councilman Roesch, seconded by Councilwoman Cooke to set a Public Hearing for Thursday, November 8, 2007 at 7:00p.m.for the purpose of hearing anyone who wanted to make comments in favor or in opposition to the proposed 2008 Budget for the Town of Grand Island.

Authorize Supervisor to Submit Applications – Community Development Block Grant Projects

A motion was made by Councilman Roesch, seconded by Councilwoman Argy to authorize the Supervisor to sign, submit and execute a contract with the Erie County Community Development Block Grant Program for the following two projects.  Project number one is for a replacement bus for the Golden Age Transportation Program at a cost of approximately $50,000.  Project number two would be the replacement of the pavement for pedestrian access on Love Road from East Park to Kaegebein School and along side on East Park south of Love Road at a cost of $50,000.

Award Bid – 2008 Heavy Duty Cab & Chassis

Highway Superintendent Raymond Dlugokinski reported that he had opened the bids on October 1, 2007 for one new 2008 Sterling L7500 cab and chassis.  One bid was received from the following:

Fleet Maintenance                                      $73,448.00

After careful review of the bids, Mr. Dlugokinski recommended the sole bidder, Fleet Maintenance be awarded the bid in the amount of $73,448.00.

A motion was made by Councilwoman Cooke, seconded by Councilwoman Argy to accept Mr. Dlugokinski’s request for sole bidder Fleet Maintenance to be awarded the bid for one new 2008 Sterling L7500 cab and chassis in the amount of $73,448.00.

DEPARTMENT OF ENGINEERING & WATER RESOURCES – JOHN WHITNEY:

Sanitary Sewer Pump Station #9 Emergency Power – Job No. M-184

A motion was made by Councilwoman Cooke, seconded by Councilwoman Argy to accept the Town Engineer’s recommendation and authorize the Engineer to advertise for bids for the Sanitary Sewer Pump Station #9 emergency generator on Friday, October 19, 2007 and open bids on Wednesday, November 14, 2007

Contract No. M-169 Bike Trail Connect Project, Change Order No. 1

Due to the deteriorated condition of the existing bike path between South Lane and Buckhorn State Park, it will be necessary to remove and rebuild the existing path as opposed to widening and resurfacing over the existing path.  The poor condition of the path is attributed to the almost five year delay in getting this project to construction.

A motion was made by Councilman Crawford, seconded by Councilman Roesch to approve Change Order No. 1 in the estimated amount of $100,000 above the awarded contract amount. In addition, a letter will be sent to State representatives regarding the cost of delays.

Permission to Attend Turfgrass Conference

A motion was made by Councilwoman Cooke, seconded by Councilwoman Argy to authorize Thomas Cecere to attend the 2007 Empire State Green Industry Show November 13-15 in Rochester, NY.  The registration fee is $150.
