Halloween Safety Tips For Children - October 2017

Buffalo, NY - With Halloween approaching, Erie County Sheriff Timothy B. Howard encourages parents to be mindful of potential hazards and dangers that tend to accompany this holiday. To keep Halloween fun and safe for our children, Sheriff Howard asks parents and guardians to review these simple, yet effective safety tips with their trick-or-treaters to ensure a holiday that is memorable for all of the right reasons.
    Parents:
  • Map out your route and check it against the New York State Sex Offender Registry at www.criminaljustice.ny.gov/nsor
  • Accompany your young children and plan to go when it is light out.
  • Feed your children a meal or substantial snack before trick or treating.
  • Have children save all candy until they get home.
  • Inspect all treats; throw away unwrapped, open, or suspicious looking goodies.
        Trick-or-Treaters:
  • Fake knives, swords, guns, and other costume accessories can potentially cause injury. Make sure they aren't too long for the costume and review with your child that they are part of the costume and not a weapon.
  • Keep costumes short to prevent trips and falls.
  • Try using make-up instead of a mask.
  • Costumes with light colors and reflective tape are best. Someone in the group should carry a flashlight. Consider putting reflective tape on their bags too.
  • Children should always trick-or-treat in groups preferably with adult supervision a
  • Carry a cell phone for quick communication.
  • Children should be instructed to stop only at familiar homes and where the outside lights are on.
  • NEVER go into a home or car to collect treats. They should not stop at houses that are dark or do not have the porch lights turned on.
  • Don't forget to inspect fruit and homemade treats for anything that looks suspicious.
  • Treats with open packaging or torn wrappers should be discarded.
  • Children and adults should inspect all treats and only consume unopened candies and treats in original wrappers.
        At Home:
  • Put away anything children could trip over.
  • Turn the lights on and replace any burned-out bulbs at the walkway and front door.
  • Remember, your jack-o-lantern and any other candles or electrical decorations can be a fire hazard. Keep them out of the reach of small children and away from flammable materials.
  • Never leave your house unattended. If you have to leave your house, make sure all the doors are locked.
The Sheriff's Office will have increased patrols on October 31. However, the best way for parents to ensure a safe and fun Halloween for your family is by planning to do your part by reviewing and acting on these safety tips.

More DWI Arrests with Added Patrols - September 2017

Reassigned Deputies for DWI Interdiction Paying Off
Buffalo, NY - Erie County Sheriff Timothy B. Howard announced today that his realignment plan that allowed his agency to assign more Deputies to road patrol has resulted in a 16% increase in DWI arrests. According to STOP-DWI statistics, the Erie County Sheriff's Office has made 207 DWI arrests from January 1, 2017, through September 10, 2017; compared to 178 DWI arrests during the same period in 2016.
In March 2017, Sheriff Howard announced a plan that shifted twelve Police Services Deputies back to road patrol and assigned Jail Management Division (JMD) Deputies to inmate transportation duties. The added road patrol Deputies are concentrating on DWI and drug interdiction patrol throughout the county. Sheriff Howard was able to implement this plan as the staffing levels for the JMD reached recommended levels. "My main purpose is to keep the people of Erie County safe, and when the County Executive and Legislators provided me the needed staffing for the jails, my first plan was to reassign Deputies to the road to concentrate on impaired drivers."
The same statistics showed that the Sheriff's Office made ten (10) more arrests from July 1 - September 10, 2017, compared to the same period in 2016. "I do believe that ridesharing and expanded taxi service is making a difference, and as more people become aware of their options, DWI arrests will go down," stated Howard. "But I encourage those companies to further expand their services outside of the city and first-ring suburbs to include the rural areas of the county, and I urge people to utilize these options and get home safe." The Erie County Sheriff's main patrol districts include Grand Island, Clarence, Alden, Marilla, Elma, Wales, Colden, Holland, Sardinia, Boston, Concord, North Collins, and Collins.

Counterfeit Bills Circulating In Erie County - September 2017

Sheriff Warns Businesses and Employees to Check All Bills
Buffalo, NY - Erie County Sheriff Timothy B. Howard reports his Detective Bureau has been investigating several reports of businesses receiving counterfeit U.S. currency. The Sheriff's Office is encouraging businesses to educate their employees on how to identify counterfeit bills, use a counterfeit detection pen/marker and follow these tips from the U.S. Treasury:
  • Color-shifting ink: If you hold the new series bill and tilt it back and forth, please observe the numeral in the lower right-hand corner as its color shifts from green to black and back.
  • Watermark: Hold the bill up to light to view the watermark in an unprinted space to the right of the portrait.
  • Security Thread: Hold the bill a light to view the security thread. You will see a thin embedded strip running from top to bottom on the face of a banknote. In the $10 and $50 the security strip is located to the right of the portrait, and in the $5, $20 and $100, it is located just to the left of the portrait.
  • Ultraviolet Glow: If exposed to an ultraviolet light, the $5 bill glows blue; the $10 bill glows orange, the $20 bill glows green, the $50 bill glows yellow, and the $100 bill glows red - if they are authentic!
  • Microprinting: There are minute microprintings on the security threads. The microprinting can be found around the portrait as well as on the security threads.

If an employee or business owner believes they are receiving a counterfeit bill, The Sheriff's Office and the U.S. Treasury advises you to do the following:
  • Do not put yourself in danger.
  • Do not return the bill to the passer.
  • Delay the passer with some excuse, if possible.
  • Observe the passer's description - and their companions' descriptions - and write down their vehicle license plate numbers if you can.
  • Contact your local police department or call your local Secret Service office.
  • Write your initials and date in the white border area of the suspected counterfeit note.
  • Do not handle the counterfeit note. Place it in a protective cover, a plastic bag, or envelope to protect it until you place it in the hands of a law enforcement agent or Secret Service Special Agent.

In this recent attempt to scam people out of thousands of dollars, an individual claiming to be an Erie County Sheriff's Office Sergeant using the name Robert Stzeczario, badge #40591, contacted residents and stated the person failed to appear for jury duty. The caller threatened to arrest the individual if a fine of $2,500.00 is not paid.
The Erie County Sheriff's Office is warning Erie County residents to ignore this scam and recommending people just hang up the phone if they receive a similar call. The Sheriff's Office does not contact residents via phone for the purpose of serving warrants or collect fines through a third party pre-paid card service. Sheriff's Office Detectives are investigating two incidents where individuals paid the fines but have been unsuccessful in contacting the perpetrators via the numerous phone numbers being utilized. Detectives believe the calls are being generated from a disposable phone or via the internet and the calls are untraceable. The best advice to residents is to "Just Hang Up."
